One Tap for Six Homes
In Subhash Camp, six families each contributed seven thousand rupees to get a single water connection from the main water pipeline. Together, they also decided that each family would have twenty minutes every day to fill their water containers. What is interesting is that although the water in the tap comes through the government supply system, the connection itself cannot really be called a government connection. At the same time, it is difficult to describe it as either private or collective.
This informal settlement, called Subhash Camp, has around 1,300 jhuggies . Water scarcity is a persistent problem here. At times, especially during the summer months, there is no water for as long as two weeks. On such days, people either have to queue outside someone’s house within the settlement to collect water or go to the dhobi ghat located outside the settlement and bring water back from there.
Because water is so scarce in Subhash Camp, it is a constant subject of conversation. Things are no different in Janaki’s lane, where many homes do not have a water connection of their own.

One day, as Janaki was returning from work, she entered the lane and overheard some women talking: ‘After all, how long can we keep running around in search of water? It is time we pooled our money and got a connection from outside as well.’
The women were talking about the kind of connection that people in the settlement arrange among themselves by pooling their money. Such connections are unofficial and illegal, but for many households they remain the only way of getting water into their homes.
Turning their words over in her mind, Janaki reached home. The others had somehow managed to borrow money at interest. Janaki, too, spoke to the owner of the dhobi ghat and borrowed the money, agreeing to repay it in monthly instalments of fifteen hundred rupees. Once she had the money in hand, she felt as though a great weight had been lifted from her heart. Of the ten thousand rupees she had borrowed, seven thousand went towards the water connection, two thousand towards a small second-hand water pump, two hundred and fifty rupees towards five five-litre plastic water containers, three hundred and fifty rupees towards a twenty-litre drum, and five hundred rupees towards a ten-metre-long pipe.
So, the six families finally had their water connection. But the water was still playing hide-and-seek with them. For two days, they had been staring at a dry tap. Today was the day the water was supposed to arrive. At one o’clock in the afternoon, members of all six families stood gathered around the tap. Everyone was waiting for the first drop of water. Suddenly, the tap began to rattle and gurgle, like an elderly person coughing. Then the water finally burst out, and smiles spread across everyone’s faces. The children welcomed the flowing water with the same excitement with which they would greet the sudden return of electricity after hours of a power cut.
