Water Tank: Inside and Outside

उसने घुटने हल्के-से मोड़ रखे थे और उसके पंजे टंकी की दीवार पर कसकर जमे हुए थे। काली काई की मोटी परत पर अनगिनत छोटे-छोटे कीड़े रेंग रहे थे। कुछ उसके पैरों की त्वचा पर चढ़ आते, कुछ ऊपर की ओर बढ़ने लगते। ज़ेबा पैर झटकती तो पता ही नहीं चलता कि कीड़े छूटे भी या नहीं, क्योंकि पैर हिलते ही पानी फिर से मटमैला हो जाता।

Her knees were bent slightly, and her feet were pressed firmly against the wall of the water tank. The wall was coated with a thick layer of black algae, alive with countless tiny insects crawling over it. Some crept onto her feet, while others made their way higher. Zeba shook her legs, but there was no way of knowing whether the insects had fallen away; the instant she moved, the water clouded over once again.

धूप टंकी पर इस तरह चढ़ी हुई थी कि काला प्लास्टिक भीतर तक तप रहा था। उसके हाथ, पैर और चेहरा सुर्ख़ लाल पड़ चुके थे। पसीने से भीगी फ्रॉक उसके शरीर से चिपक गई थी। उसने हथेली से बाज़ू पर जमा पसीना नीचे झाड़ दिया। बूँदें गंदे पानी में गिरीं और पानी फिर धुँधला हो गया।

The sun blazed down on the tank, heating the black plastic right through. Her hands, feet, and face had turned crimson. Her sweat-soaked frock clung to her body. She swept the sweat from her forearm with her palm. The droplets fell into the filthy water, and it turned murky again.

पाँच सौ लीटर की टंकी में खड़ी ज़ेबा का क़द इतना भी नहीं था कि उसका सिर टंकी से बाहर निकल पाता। वह अभी बारह साल की ही थी, लेकिन देखने में बारह साल से बहुत कम की लगती थी। वह कमज़ोर, पर कर्मठ थी…

Standing inside the five-hundred-litre water tank, Zeba was not even tall enough for her head to rise above its rim. She was only twelve years old, but looked much younger. She was frail, yet accustomed to hard work…

जब ऊपर से उसकी अम्मी ने एक छोटी बाल्टी और एक जग उसकी ओर बढ़ाया, तो उसने ले लिए। उसने बाल्टी को पैरों के पास रखा और जग उसके भीतर डाल दिया। टंकी का सहारा लेने के लिए जैसे ही उसने हथेली दीवार पर टिकाई, तेज़ जलन हुई। कुछ ही पल बाद वही जगह सुन्न पड़ने लगी। उसने नाक बंद की, आँखें और होंठ भींचे, पैरों से पानी को एक ओर धकेला और उकड़ूँ बैठकर मग्गे से पानी बाल्टी में भरने लगी। इस प्रक्रिया में कुछ कीड़े उसकी कलाई से भी चिपक जाते। वह एक झलक उन्हें देखती, फिर जैसे अपने ही दिमाग़ को समझा देती कि उसने कुछ देखा ही नहीं, और बिना रुके पानी भरती रहती। सबसे ज़्यादा लाल उसके पैर थे जो देर से उसी खौलते पानी में डूबे खड़े थे।

From above, her mother lowered a small bucket and a jug towards her, and she took them. She placed the bucket near her feet and put the jug inside it. As soon as she rested her palm against the wall of the tank for support, a sharp burning sensation shot through her hand. Within moments, that spot began to go numb. She pinched her nose shut, squeezed her eyes and lips tightly closed, pushed the water to one side with her feet, and squatted down to fill the bucket with the jug. In the process, a few insects would cling to her wrists as well. She would glance at them for a moment, then, as if convincing her own mind that she had seen nothing at all, continue filling the water without stopping. Her feet were the reddest of all, having remained immersed for so long in that boiling-hot water.

गोरी त्वचा पर फैली लालिमा दहकते अंगारों जैसी लग रही थी। काली प्लास्टिक की टंकी भीतर की गर्मी को और बढ़ा रही थी। उसने तीन मग्गे पानी डाले और बाल्टी भर गई। हथेली पर उसका भार सँभालते हुए उसने अम्मी को आवाज़ दी। अम्मी झुक कर बाल्टी का हैंडिल पकड़तीं, उसे ऊपर खींच लेतीं और नाली में उड़ेल देतीं। हर बार कुछ छींटे ज़ेबा के चेहरे पर भी पड़ जाते। वह होंठ भींचकर अपनी बाज़ू की आस्तीन से उन्हें पोंछ लेती। उसे उस गँदले तरल को पानी कहना भी गुनाह लगता था।

The redness spreading across her fair skin glowed like burning embers. The black plastic tank only intensified the heat inside. Three jugfuls of water filled the bucket. Supporting its weight on her palm, she called out to her mother. Her mother bent down, grasped the bucket by its handle, pulled it up, and emptied it into the drain. Each time, a few droplets splashed onto Zeba’s face. She pressed her lips together and wiped them away with the sleeve of her frock. It felt almost sinful to call that filthy liquid, water.

दो-तीन बार बाल्टी ऊपर पहुँचाने के बाद टंकी का पानी कुछ स्थिर दिखाई देने लगा।

After lifting two or three bucketfuls out, the water in the tank began to look a little more settled.

अब वह साँस ले नहीं रही थी, साँस खींच रही थी। लंबी-लंबी साँसें लेने के बावजूद उसे महसूस ही नहीं हो रहा था कि साँस भीतर तक पहुँच भी रही है या नहीं। फेफड़े फूलने लगे थे। चक्कर आना अब लगभग तय था। तपते प्लास्टिक की गंध, सड़े हुए पानी की बदबू और भीतर क़ैद गर्मी—इन सबके बीच साँस लेना तो दूर, खड़े रहना भी मुश्किल होता जा रहा था।

By now, she was no longer simply breathing—she was dragging air into her lungs. Yet even with long, deep breaths, she could not feel the air reaching inside her. Her lungs strained with the effort. Dizziness was almost inevitable now. Surrounded by the smell of scorching plastic, the stench of rotting water, and the heat imprisoned inside the tank, it was becoming difficult not only to breathe but even to remain standing.

ज़ेबा की नाक पूरे चेहरे से अलग दिखाई देने लगी थी। जलन और तपिश से वह अस्वाभाविक रूप से लाल पड़ चुकी थी। उसे लग रहा था जैसे पैरों से उठती गर्मी धीरे-धीरे उसके दिमाग़ तक चढ़ रही हो। उसने मग्गा और बाल्टी छोड़ दी। अब उससे खड़ा भी नहीं हुआ जा रहा था। वह टंकी की दीवार से पीठ टिकाकर खड़ी हो गई। पीठ तपते प्लास्टिक से जल रही थी, लेकिन उसमें इतनी ताक़त भी नहीं बची थी कि वह सीधी खड़ी रह सके।

Zeba’s nose stood out against the rest of her face. The heat and burning sensation had turned it an unnatural shade of red. It felt as though the heat rising from her feet was slowly making its way to her head. She let go of the jug and the bucket. She could no longer remain standing on her own. Leaning her back against the wall of the tank, she stood there. The scorching plastic burned her back, but she no longer had the strength to stand upright without its support.

उसने बहुत धीमी आवाज़ में पुकारा, “अम्मी…”

In a low voice she called, “Ammi…”

आवाज़ सुनते ही अम्मी झुककर भीतर देखने लगीं। ज़ेबा का चेहरा देखते ही उनकी आँखें फैल गईं, भौंहें सिकुड़ गईं। उन्होंने बिना एक पल गँवाए उसे टंकी से बाहर निकाल लिया। पानी फेंकने के बाद अम्मी तो बीच-बीच में सीढ़ियों की छाँव में जाकर कुछ देर साँस ले लेती थीं, लेकिन ज़ेबा लगातार उसी तपती टंकी के भीतर खड़ी काम कर रही थी। जैसे ही उसके पैरों से टपकता पानी छत पर गिरा, कुछ ही क्षणों में सूख गया। अम्मी उसे सीढ़ियों पर बैठाकर साथ लाई बोतल से पानी पिलाने लगीं। बोतल पहले ही आधी रह गई थी, लेकिन ज़ेबा ने एक ही साँस में उसे लगभग ख़ाली कर दिया।

At the sound of her voice, Ammi bent down to look inside the tank. The moment she saw Zeba’s face, her eyes widened and her brows drew together. Without wasting a second, she pulled her out of the tank. After emptying each bucket, Ammi would occasionally step into the shade of the staircase to catch her breath, but Zeba had been standing inside the scorching tank the entire time. As water dripped from her feet onto the rooftop, it dried within moments. Ammi sat her down on the stairs and gave her water from the bottle they had brought along. The bottle was already half empty, but Zeba drained almost all of what remained in a single gulp.

नीचे कमरे में पहुँचकर उसने हाथ-मुँह धोया। चेहरा पोंछते समय बाल भी साथ खिंच आए। उसने थोड़ी देर राहत की साँस ली। फिर उसकी नज़र घड़ी पर गई। पहले उसने नज़र फेर ली, फिर दुबारा देखा। पाँच बज चुके थे। वह चौंक गई। अम्मी भी नीचे आ चुकी थीं। उनकी नज़र लगातार ज़ेबा पर ही टिकी थी। पसीने से भीगी फ्रॉक अब भी उसके शरीर से चिपकी हुई थी। चोटी से निकले बाल कानों के नीचे चिपक गए थे। कोहनी के ऊपर मैल की एक गहरी लकीर जमी हुई थी।

Once downstairs, Zeba washed her hands and face. As she wiped her face, a few strands of hair came away with the towel. She drew a deep breath and felt a brief moment of relief. Then her eyes fell on the clock. At first she looked away, then looked again. It was already five o’clock. She stared in surprise. By then, Ammi had also come downstairs. Her eyes remained fixed on Zeba. The sweat-soaked frock still clung to her body. Loose strands had escaped from her braid and stuck to the skin below her ears. Above her elbow, a dark streak of grime had settled on her skin.

उसने गीले हाथों से फ्रॉक निचोड़ी तो उसमें से पसीना ऐसे बहा जैसे धुले कपड़ों से पानी निकलता है। फिर फ्रॉक झटक कर वह अम्मी के पास आई और हैरानी से बोली, “अम्मी, पाँच बज भी गए! ऊपर धूप तो अभी भी ऐसी है, जैसे दो या तीन बज रहे हों। थोड़ी देर बाद चलते हैं न। ऊपर छत इतनी गर्म है कि टंकी के अंदर तो ऐसा लग रहा था कि जैसे ओवन में बंद कर दिया हो।”

She wrung the hem of her frock with her wet hands, and sweat streamed out of it the way water runs from freshly washed clothes. Then she gave the frock a shake, walked over to Ammi, and said in surprise, “Ammi, it’s already five o’clock! The sun is still blazing up there as if it were only two or three in the afternoon. Let’s go back up after a little while, shall we? The rooftop is so hot that inside the tank it felt as though I’d been shut inside an oven.”

कुछ देर चुप रहने के बाद अम्मी बोलीं, “बेटा, पानी भी आने ही वाला होगा। टंकी साफ़ नहीं होगी तो पानी कैसे भरेंगे? फिर कल की तरह गंदा ही पानी रखना पड़ेगा। आज पानी का दिन है। हमें सबसे पहले मोटर चलानी पड़ती है। देर करेंगे तो बड़ी-बड़ी मोटरें पहले ही पानी खींच लेंगी। फिर हमारी छोटी मोटर में कुछ नहीं आएगा।”

After a brief silence, Ammi said, “My child, the water should start coming any minute now. If the tank isn’t clean, how will we fill it? Otherwise, we’ll have to make do with dirty water again, just as we did yesterday. Today is water-supply day. We have to start our pump as soon as the supply begins. If we wait too long, the bigger pumps will draw all the water before us. Then our little pump won’t get a drop.”

ज़ेबा ने मुँह थोड़ा टेढ़ा किया और पंखे के नीचे जाकर लेट गई। पुराना टेबल फ़ैन ‘घुन… घुन…’ की आवाज़ कर रहा था। वह कुछ देर उसे देखती रही। उसे डर लगा कि कहीं वह टूटकर उसके ऊपर ही न गिर पड़े। उसने अपनी पीठ थोड़ा और खिसका ली।

Zeba pulled a face and went to lie down beneath the fan. The old table fan groaned, ghun… ghun… She lay watching it for a while. A sudden fear crossed her mind that it might come loose and fall right on top of her. She inched herself a little farther away.

ज़ेबा सुभाष कैंप में रहती है। यहाँ मई शुरू होते ही पानी जैसे बस्ती का रास्ता भूल जाता है। दिन हो या रात, गर्मी कम नहीं होती। सुबह-सुबह मज़दूर चौक की तरफ़ निकल जाते हैं—कोई बेलदारी के लिए, कोई रिक्शा लेकर। औरतों में ज़्यादातर ग्रेटर कैलाश के घरों में खाना बनाने या साफ़-सफ़ाई का काम करती हैं। पूरी बस्ती की दिनचर्या पानी के आने-जाने से तय होती है।

Zeba lives in Subhash Camp. As soon as May begins, it is as though the water supply forgets the way to the settlement. Day or night, the heat never lets up. At daybreak, the men head towards the labour chowk—some looking for work as construction labourers, others setting off with their cycle rickshaws in search of passengers. Most of the women work as cooks or domestic cleaners in the homes of Greater Kailash. The rhythm of life in the settlement is determined by the coming and going of the water supply.

ज़ेबा की अम्मी हर एक-दो महीने में टंकी साफ़ करती हैं। इस बार पानी कभी आता है, कभी नहीं, इसलिए जैसा भी पानी मिलता है, भरकर रख लेना पड़ता है। इस्तेमाल के लिए पानी ही न हो तो टंकी धोकर बचा हुआ पानी भी कैसे फेंक दें? घर में पानी भरने का ज़्यादातर काम ज़ेबा ही करती है, ताकि उस दौरान अम्मी खाना बना सकें। लेकिन जब नल बिल्कुल जवाब दे देता है, तब पानी बाहर से ढोकर लाने की ज़िम्मेदारी अम्मी की ही होती है।

Zeba’s mother cleans the water tank every month or two. This time, however, the water supply is erratic—it comes one day and fails the next—so they have to store whatever water they can get. When there isn’t enough water even for daily use, how can they throw away the water left in the tank just to clean it? Zeba does most of the work of filling and storing water so that Ammi can cook in the meantime. But when the taps run completely dry, it is Ammi who has to fetch water from outside.

आज टंकी लगभग ख़ाली हो चुकी थी। आज पानी आने का दिन भी था, इसलिए अम्मी ने बचा हुआ सारा पानी निकालकर फेंक दिया। जो पानी नल से नहीं निकल पाया, उसे निकालने की ज़िम्मेदारी ज़ेबा की थी। लेकिन टंकी अभी भी पूरी तरह खाली नहीं हुई थी। गर्मी से उसकी हालत पहले ही बिगड़ चुकी थी, फिर भी आज हर हाल में टंकी साफ़ करनी थी। गंदी टंकी में पानी भरना उसकी अम्मी को कभी मंज़ूर नहीं था।

Today the tank was almost empty. It was also the day the water supply was due, so Ammi had emptied out all the remaining water. Whatever the tap could not drain was Zeba’s responsibility to remove. Even then, the tank was not completely empty. The heat had already taken its toll on her, yet the tank had to be cleaned today, no matter what. Ammi would never agree to filling a dirty tank with fresh water.

ज़ेबा एक झटके से उठ खड़ी हुई। उसे देखकर लग रहा था जैसे टंकी आज ही साफ़ कर देने की ज़िद उसके भीतर उतर आई हो। अम्मी सुबह के जूठे बर्तनों से बचा खाना अलग कर रही थीं कि ज़ेबा मग्गा और बाल्टी उठाते हुए बोली, “चलो अम्मी, आज इस टंकी की वॉट लगा देते हैं!”

Zeba sprang to her feet. Looking at her, it seemed as though she had made up her mind that the tank had to be cleaned today, no matter what. Ammi was separating the leftover food from the dirty breakfast dishes when Zeba picked up the jug and the bucket and said, “Come on, Ammi—let’s show this tank who’s boss today!”

वह लोहे की सीढ़ियाँ चढ़ने लगी। अम्मी भी हाथ धोकर पीछे-पीछे ऊपर आईं। उन्होंने ज़ेबा को गोद में उठाकर फिर टंकी के भीतर उतार दिया। जैसे-जैसे वह नीचे उतर रही थी, गर्मी उसके शरीर पर चढ़ती जा रही थी। पहले पंजों ने उसे महसूस किया, फिर पीठ ने और आख़िर में सिर ने। सिर तक तपिश पहुँचते ही उसे फिर चक्कर आने लगे। उसने दाँत भींच लिए और पंजों को टंकी की दीवार पर कसकर जमा दिया।

She began climbing the iron staircase. After washing her hands, Ammi followed close behind. Lifting Zeba in her arms, she lowered her into the tank once again. The farther she descended, the more the heat seemed to climb over her body. Her feet felt it first, then her back, and finally her head. The moment the heat reached her head, dizziness returned. She clenched her teeth and pressed her feet firmly against the wall of the tank.
The stench of the stagnant water was so sharp—like that of rotting fish—that she felt as though it had singed even the hairs inside her nose. Her clothes had not even had time to dry before sweat soaked them all over again.

सड़े हुए पानी की मछली जैसी बदबू इतनी तीखी थी कि उसे लगा, नाक के बाल तक झुलस गए हों। अभी उसके कपड़े सूखने भी नहीं पाए थे कि पसीने ने उन्हें फिर से भिगो दिया।

The fish-like stench of the stagnant water was so sharp that she felt as though even the hairs inside her nose had been singed. Her clothes had not even had time to dry before sweat soaked them again.

वह उकड़ूँ बैठ गई। बाल्टी भर-भरकर अम्मी को पकड़ा रही थी। चारों तरफ़ से बंद टंकी में उसकी साँस जल्दी-जल्दी फूलने लगती। टंकी इतनी मज़बूत नहीं थी कि किसी बड़े का वज़न सह सके। इसलिए घर में सबसे छोटी होने के कारण यही काम हमेशा ज़ेबा को करना पड़ता था। उसका एक भाई था और उससे बड़ी एक बहन, लेकिन अम्मी-अब्बू बाहर से सिर्फ़ बाल्टी पकड़ सकते थे।

She squatted inside and repeatedly filled the bucket, passing it up to Ammi. In the tank, sealed in from all sides, her breath quickly grew short. The tank was not sturdy enough to support the weight of an adult. Being the youngest in the house, Zeba was always the one who had to do this work. She had an elder brother and an elder sister, but Ammi and Abbu could only stand outside and receive the bucket from her.

कुछ ही देर में चक्कर फिर लौट आए। मुँह का थूक सूख चुका था। हाथ लगातार उसी गंदे, गर्म पानी में डूबे थे और तपिश धीरे-धीरे पूरे शरीर में फैल रही थी।

Soon, the dizziness came back. Zeba’s mouth had gone absolutely dry. Her hands stayed immersed in that same filthy, heated water, while the burning heat slowly spread through her body.

जब पानी बिल्कुल तलहटी में रह गया, तो वह उसी गंदे पानी में बैठ गई। उसने भीगे हाथों से बाल चेहरे से हटाए और उन्हीं हाथों से होंठों के ऊपर और भौंहों पर जमा पसीना पोंछ लिया। अब उसे इस बात से कोई फ़र्क़ नहीं पड़ रहा था कि पानी कितना गंदा है या उसके हाथ कितने मैले।

When the water was reduced to a shallow layer at the bottom of the tank, she lowered herself into it. With wet hands, she brushed the hair away from her face and wiped the sweat from above her lips and across her brows. She no longer cared how filthy the water was or how dirty her hands had become.

उसने मन ही मन सोचा—अगर यह बचा हुआ पानी अभी नहीं निकाला, तो फिर दुबारा इसी टंकी में उतरना पड़ेगा। इतनी गर्मी में यह मुझसे एक बार से ज़्यादा नहीं होगा।

Zeba thought to herself—if she did not remove this remaining water now, she would have to climb into the tank again. In this heat, she could not do this more than once.

अब मग्गे से पानी उठ नहीं पा रहा था। अम्मी ने उससे मग्गा लेकर एक सूती कपड़ा पकड़ा दिया। ज़ेबा कपड़े को पानी में डुबोती, फिर बाल्टी में निचोड़ती। इसी तरह वह बाल्टी भर-भरकर अम्मी को देती रही। हर बार थोड़ा-सा गंदा पानी उसके चेहरे पर भी गिर जाता। वह उसे पोंछती भी नहीं थी।

The water level had fallen so low that the jug could no longer reach it. Ammi took the jug from her and gave her a cotton cloth instead. Zeba dipped the cloth into the water and squeezed it into the bucket. She continued filling the bucket this way and passing it to Ammi. Each time, a little dirty water dripped onto her face, but she no longer bothered to wipe it away.

आख़िरकार टंकी का सारा पानी निकल गया।

Finally, all the water had been emptied from the tank.

“अम्मी… निकाल लो मुझे।”

“Ammi… pull me out.”

अम्मी ने उसे बाहर खींच लिया। इस बार उसका चेहरा पहले से भी ज़्यादा लाल था। कुछ देर नीचे बैठकर उसने साँस सँभाली। फिर बिना कुछ कहे एक कपड़ा और थोड़ा-सा सर्फ़ का पानी उठाया और दुबारा छत पर चढ़ गई। वह फिर टंकी में उतरी।

Ammi pulled her out. This time, Zeba’s face was even more flushed than before. She sat below for a while, trying to catch her breath. Then, without a word, she picked up a cloth and some soap water, climbed back to the roof, and descended into the tank once again.

इस बार उसने सर्फ़ वाले पानी से टंकी को घिस-घिसकर साफ़ करना शुरू किया। धीरे-धीरे काई उतरने लगी और भीतर का धूसर रंग कुछ-कुछ दिखाई देने लगा। वह इतनी सावधानी से सफ़ाई कर रही थी कि अपने पैरों के निशान तक नहीं छोड़ रही थी। जब काम पूरा हुआ तो वह चुपचाप खड़ी हो गई। अम्मी ने उसे बाहर निकाला, लेकिन इस बार उसके पैर साथ नहीं दे सके। अम्मी ने उसे सँभाला। वह लड़खड़ाती हुई छत की नाली तक गई; वहीं बैठ गई और उसके पेट में जो कुछ था, सब बाहर निकल आया।

This time, she began scrubbing the tank with the water mixed with Surf. Slowly, the algae began to come off, and the dull grey colour underneath started to show through. She cleaned with such care that she did not even leave the marks of her own feet behind. When the work was finished, she stood there silently. Ammi pulled her out, but this time her legs could no longer support her. Ammi held her up. Staggering, Zeba made her way to the drain on the rooftop, sat down there, and everything in her stomach came out.

इसके कुछ देर बाद उसने सिर उठाया और उसकी नज़र छत के दूसरे कोने में रखी एक दूसरी टंकी पर जाकर ठहर गई।

After a while she lifted her head and her eyes fell on the second water tank at the other end of the roof.
