शहरी इलाक़ों के बदलते ढाँचों के बीच कुछ जगहें आज भी पहले जैसी ही दिखती हैं। जिनमें कुछ हैं – सरकारी स्कूल, पुराने किराने की दुकान और इलाक़े की डिस्पेंसरी ।

Amongst the constantly transforming urban landscape, there are some places which remain unchanged. For instance, the local grocery store, the government school and the government dispensary in our locality.

पिछले कई सालों से दक्षिणपुरी में बनी ये छोटी-सी सरकारी डिस्पेंसरी हर छोटे-मोटे मर्ज़ का इलाज़ दवा देकर करने में सफल रही है। सालों से चला आ रहा ये नज़ारा आज भी ज्यों का त्यों बरक़रार है। इसमें बच्चों की किलकारियाँ, नज़दीकी घरों के बीच औरतों का आना-जाना, आदमियों का बाहर खड़े होकर इंतज़ार करना और बुज़ुर्गों का सिमट कर बैठे रहना एक ही फ्रेम में मन में छप-सा गया है। हर एक मरीज़ अपने साथ किसी-न-किसी को हमसाये की तरह यहाँ तक खींच ले आता है, जिसकी वजह से यह जगह भरी-पूरी लगती है।

For many years, this small local dispensary in Dakshinpuri has been successfully treating both minor and major ailments the people in this neighbourhood. This scene has remained unchanged for years. The laughter of children, the movement of women between nearby homes, the men waiting outside, and the elderly sitting quietly together form a scene that feels frozen in time. Every patient brings a companion along and together the crowd around the dispensary swells.

यूँ तो इस इलाक़े में पिछले तीस सालों में  कई छोटे-बड़े क्लीनिक खुल चुके हैं। कुछ डॉक्टरों ने तो छोटे क्लीनिक से शुरू कर आज यहाँ अपने नर्सिंग होम तक खोल लिए हैं। इसके बावज़ूद शायद ही कोई ऐसा दिन जाता होगा जब सरकारी डिस्पेंसरी ख़ाली दिखे, तकलीफ़ों से निजात पाने के लिए यहाँ हमेशा एक भीड़ रहती ही है।

In the past thirty years, many big and small clinics have opened in the locality. Some doctors who had started with a small clinic, now run nursing homes in the area. Yet there are hardly any days when the dispensary isn’t crowded with patients seeking treatment.

कई लोगों के लिए ये इलाज़ की पहली जगह है। मानो कई लोगों की रोज़मर्रा की ज़िंदगी में यहाँ का यह वातावरण भी बीमारियों के इलाज़ में सहायक है। ‘दिल्ली सरकारी औषधालय यानी सर्वे सन्तू डिस्पेंसरी’ एक ऐसी जगह है जहाँ बुखार, खाँसी, फुंसी, और कई तरह के एलर्जियों से छुटकारा पाने के लिए लोग दौड़े चले आते हैं। साथ ही साथ हैजा, थैलेसीमिया, हैपेटाइटिस, खसरा और जन्म के समय लगने वाले टीकों का ऐलान जैसे ही होता है, वैसे ही यहाँ पाँव रखने के लिए ज़मीन कम पड़ जाती है।

For many people, the dispensary is the first place they go to for treatment. Almost as if this environment of the dispensary has become an integral part of the medical regimen of the area. The government dispensary is a one-stop place where people suffering from colds, cough, allergies, aches and pains are all treated under one roof. On days when immunisations against cholera, measles, thalassemia, and hepatitis are offered,there isn’t room to set foot in the dispensary.

डिस्पेंसरी की दीवारों पर कई बड़े-बड़े पोस्टर लगे हैं–कहीं पोलियो के, कहीं टीबी और खसरे के, कहीं हैज़ा के तो कहीं कुपोषण के। कोई भी नई बीमारी फैलने की ख़बर आती है तो सबसे पहले इसी डिस्पेंसरी के बाहर उसका विशाल पोस्टर देखने को मिलता है। बड़े-बड़े नर्सिंग होम के बीच यह सरकारी डिस्पेंसरी बिल्कुल वैसे ही है जैसे कि बड़े बैंकों के बीच में डाकघर की सेवाएँ।

Many large posters adorn the walls of the dispensary – polio, tuberculosis, cholera, malnutrition. If there is danger from any new disease, then its poster and information is first displayed outside the dispensary. This dispensary, surrounded by large nursing homes, is much like a small post office surviving among big banks.
